Can transparency remove corruption (application of blockchain)

Imagine, how you feel if every person can see the amount of money you have in your account, will you be happy with it, well I suppose the answer is no, that's kind of obvious but things will starts to become more interesting when we say, If you allow me to public your bank balance I will show you the bank balance of every other individual in this country, so what will be your answer now, you may say yes, you may say no, you may answer - I don't want to know other's balance neither I want to share mine, but lets think about it in a broad scale, what if we are able to see the bank balance of all politicians although they can use the cash as we know we are moving towards a digital world, 2 decades ago even the idea of something like paytm wallets looks vague but now its a part of our daily routine and we are moving in much faster rate now (towards digital banking) and I assume 20 years from now we will be living in highly digital way where use of cash will be much lesser, so if anyone and everyone will be able to check the account of politicians then it will become very difficult for them or any corrupted person to hide their black money.

We can further integrate a system where the government will get a notification if a person will get a huge hike or drop in his/her account with respect to their regular income.
Implementation of this idea will not be easy as it may create many different problems like safety(theft or life threat) issues for relatively rich people etc. but am here to discuss solutions.

I know this idea is a little vague and incomplete, but we have to start from some point.
This idea can be implemented with the use of blockchain.

P.S. - 
  1.  Here I am talking about large-scale black money and corruption so excluded many other possibilities of corruption.
  2.  In present, the flow of hard cash is much more than digital money, but here I shared my views about the future.
  3.  Maybe I will write about blockchain sometime else.

Can we see the past (through black hole)
